Letter to CCIT[CCA] requesting for DPC

Dear comrades,

Pursuant to the decision taken in the Xth Delegate Conference held at Thrissur and the subsequent discussion the Secretariat Members had with the CCIT[CCA], Kochi on 22-11-2013, a letter has been given to the CCIT[CCA] requesting for convening the DPC before 15-12-2013. The Secretariat meeting on 22-11-2013 decided to closely watch the actions being taken by the administration in this regard and to embark on agitational path if any laxity in conducting the DPC becomes visible.

    1. If the DPC is to be done as per the old pattern, why it is delayed from May-2013 to November-2013?
    2. If there was any goal to be achieved by delaying the DPC, I am interested to know, about the achievement of the same.
    3. What is the reply to those persons who were on the threshold of promotion from May-2013 to Nov.2013 ? how theirloss be compensated ?
    4. If the DPC is to be done as per old pattern, whatwas the reason behind delaying the same upto Nov.2013 ?

    Yes, all are seeing,
    all have eyes as everybody have.

    As per DOPT’s Note on Cadre Restructuring dated 14/2/2013, it has to be ensured that there should not be any deviation from existing recruitment rules as it will give rise to large scale litigations as was happened in 2001. OM No. 20011/1/2006, dated 3/3/2008 should be strictly followed.

    It has been said that the allocation of posts due to cadre review is being done and will be available by 9nth december, 2013. Further, the authorities reiterated that promotions would be effected within December, 2013 positively. Anyway we have been waiting without promotion for the last 6 or 7 months expecting cadre review. As such, no DPC must be done in the existing pattern, as old as 27 years. The ITEF, very much aware of the actual position, should not have given such letter for DPC to be convened with the OLD RRs.
