GRAND SUCCESS AT CHENNAI

Dear Comrades,

The agitation against outsourcing at Chennai has been deferred in view of the decision of the administration to suspend the operation of the controversial circular granting permission to outsource the jobs pertaining to Gr. C cadre. The united and concerted campaign of ITEF CHQ, ITEF Tamilnadu Circle and other Circles all over the country alone made this victory possible. We hope that this success will serve as a warning and be a deterrent to all those retrograde elements who clamour for outsourcing , not because of any unsurmountable work load, but to enjoy the ministrations of accommodating unorganized contractual employees.

The ITEF, Kerala Circle congratulates each and every one of its members in extending untrammelled support for the cause.

CHQ circular on General Strike on Feb 20 & 21

The CHQ has issued circular exhorting maximum participation in the forthcoming strike action on Feb 20 & 21, in which all the major trade unions of the county are participating. This is the defining moment for all the organizations and any reluctance or failure on our part will give more impetus to the government to go ahead with anti employee policies already being pursued. Walk-out on 23-01-2013 suspended

The Central Leadership of ITEF has called upon all the Circles  :

  1. To hold Lunch Hour demonstration at all places on 21.01.2013 against outsourcing
  2. To Send the following telegram to the Chairman, Central Board of Direct taxes, New Delhi with the following message.

   To :  The Chairperson,

            Central Board of Direct Taxes,

            North Block, NEW DELHI.

         AMEND THE INSTRUCTIONS CONTAINED IN F.No. HRD/CMD/123/2/2011-12 dated November 23, 2012 AND   INSTRUCT THE CCIT, CHENNAI TO RESCIND THE DECISION OF ENGAGING OUTSIDERS THROUGH PRIVATE VENDORS.    

It has also been instructed to :

To stage walk out in the second half (after lunch recess) on 23.01.2013.

The Circular issued on 19.1.2013 by ITEF CHQ is attached.

All the Branch Secretaries of ITEF, Kerala Circle are requested to implement the programme in its letter and spirit.

Re-exercise of option for fixation of revised pay

Ministry of Finance has issued Office Memorandum No. 10/2/2011-E-III(A) dated 03.01.2013 for permitting re-exercise of option for fixation of pay to Central Government Employees under CCS (Revised Pay Rules) 2008 who are covered under Office Memorandum No.10/02/2011-E.III/A dated 19.03.2012, i.e., employees for whom increment of pay in pre-revised scale had fallen due from February 2006 to June 2006 and eligible for one time increment as on 01.01.2006 in the pre-revised pay scale.

Powers of ZAO

Dear Comrades,

In the wake of the inordinate delays in clearing of bills in various stations by the respective ZAOs and inconsequential objections raised, many a comrades have sought clarifications regarding the powers of the ZAO.

In the circumstance, it is informed that the ZAOs are governed and regulated by the Civil Accounts Manual [CAM] wherein the powers of ZAOs and the time limits for clearing bills are clearly mentioned.

The maximum period an ZAO can hold on to a bill is SEVEN. Also, the objection memos should unambiguously mention the rule which is violated that warrants return of bill. A bill can be objected to only once. It is mandatory that the receipt of bills is acknowledged by the ZOA by issue of tokens.

If any member has any complaint about undue delay in clearing of bills, he or she may take up the matter with the Head of Office through the respective Branch Secretary.
