Dear Comrades,

                   Natural Calamity in Uttarakhand: It is needless to state here the horror and tragedy of the loss of human lives and unprecedented destruction of homes and livelihoods in the state of Uttarakhand during the foods, which continues to unfold even today.  It is known to all of us that hundreds of villages have also been washed away alongwith thousands of human lives. The Prime Minister appealed to all concerned that – “At this moment, the affected people need our help to tide over the calamity that has fallen upon them, to survive and to rebuild their lives.  I request all citizens of India to stand with our distressed fellow countrymen, and actively participate in the national effort to support them at this difficult time”.

               Responding to the appeal of the Prime Minister, the Confederation of Central Government Employees and Workers has called upon the entirety of Central Govt. Employees to donate one day’s salary to the Prime Minister Relief Fund and extend full support in rehabilitation and reconstruction. Accordingly, the ITEF calls upon all its members to donate one day salary for the above cause.  For faster and proper remittance of the fund, we have requested the Chairperson, CBDT to direct all the Chief Commissioners (CCA) to effect the deduction from the salary and remit the same to the Prime Minister’s Relief Fund directly.  Copy of the letter addressed to the Chairperson is appended below.  We hope all our members, as they do always, will rise to the occasion and join our movement in providing support to them at this difficult time.

                   Cadre Restructuring & Implementation Committees: Please recall our message and copy of JCA”s letter addressed to the Chairperson, CBDT, placed on the website, wherein we have informed you that the Central Board of Direct Taxes has formed Core Committee and various sub-committees to implement the Cadre Restructuring proposal approved by the Cabinet, without giving representation to the JCA.  We have also requested all  of you not to involve or associate with such committees at Circle level till  our representatives are included in the apex Committee at Board level.  Today, on 8th July, 2013, in the open session of the ITGOA Managing Committee Meeting the Member (P&V), Member (Inv) and Member (Revenue) were present.  In the meeting both the undersigned and Secretary General of ITGOA raised this issued and conveyed our resentments.  In reply the Member (P&V) announced that the Board has already decided to include the representatives of the JCA  in all committees and at all levels.  The Committee at the apex level will be reconstituted within a week and all the Chief Commissioners have  been directed to include the JCA members in the Committees at that level also.  In view of this we have decided not to embark upon any agitation on this  issue and request all the Circle General Secretaries to nominate our representatives to the Committees that are being formed at the Charge level.

                   Recognition of ITEF & Verification of Membership: The recognition of ITEF under CCS RSA) Rules 1993 is to expire shortly.  For extension of the recognition is under consideration of the Board with fresh verification of the Membership.  On our request the Board has requested all Cadre Controlling Chief Commissioner vide their letter F No. B-12020/07/2013-Ad.IX dated 5th April, 2013, to verify the membership of the Income Tax Employees Federation through check-off system and intimate the board the following information for extending the recognition of the Federation:

(1)   Total Number of non-gazetted employees of Income Tax Department,

(2)   Total number out of (i) who are members of the Income Tax Employees Federation.

             We have been informed by the authorities that in spite of two reminders vide even No. dated 17.05.2013 and 17th June 2013, the requisite information has not yet been furnished from the following CCIT(CCA) charges.

       Ahmedabad, Bangalore; Bhubaneswar; Chandigarh; Chennai; New Delhi; Guwahati; Hyderabad; Jaipur; Kanpur; Kochi; Kolkata; Lucknow; Nagpur; Patna; Pune.

The Circle General Secretaries of the above Charges are requested to take necessary steps and pursue the concerned to furnish the information at the earliest.

 Income Tax Employees- Request for deduction- Regarding-

It is needless to state here the horror and tragedy of the loss of human lives and unprecedented destruction of homes and livelihoods in the Kedarnath, Chamoli and other regions of Uttarakhand, which continues to unfold even today.  It is known to all of us that hundreds of villages have also been washed away alongwith thousands of human lives.

The Income Tax Employees Federation felt it imperative on its part to devote our energy and resource into providing relief and succour to those affected and rebuilding the lost property and infrastructure and rehabilitation of the people.  We have, therefore, decided to bestow one day’s salary towards the above objectives, through the Prime Ministers Relief Fund.  We have also called upon all our members to donate the same to the PMRF.

Since all the Non-gazetted employees are our members and with a view to ensure speedy and proper remittance of the fund, we request your goodself to kindly issue necessary directions to the Cadre Controlling Authorities to effect the deduction and remit the funds to the Prime Ministers Relief Fund.  For the purpose of deduction the One Day’s salary may be calculated on the Pay, Grade Pay and Dearness Allowance only, as other allowances like HRA, TA etc. are not uniform and vary according to places and postings etc.  If any member wants to opt out from the donation, (s)he may be permitted to do so.

An early action in this regard is solicited.

Protest letter to Chairperson, CBDT issue by JCA

Dear Comrades,

Placed below is the letter of the JCA addressed to the Chairperson protesting the way in which the CBDT intends to implement the Cadre Restructuring Proposal approved by the Cabinet ignoring the ITEF and ITGOA.  The letter is self explanatory.  We have also lodged our protest to the Chairperson in person too.  The Chairperson has assured that our concerns will be addressed soon.  But till we are informed the steps that are being taken by the Board to include our Representatives in the Core and other sub-committees at apex and the CCA level for including our representative, as demanded by us , we are not to get involved or to extend any co-operation in any way in the Cadre Restructuring Implementation Process.  You will be kept informed as and when there is any further development in this regard.

Sub:     Formation of Core-committees and sub-committees for

Implementing Cadre Restructuring proposals – regarding

            Please refer to the above. Also refer to ITEF’s letter dated 7-6-2013 requesting to constitute a committee including representatives of three service associations in the department for implementing the Cadre Restructuring-2013 & ITGOA’s letter dated 17-6-2013 requesting for a representation in the Core-Committee and all the sub-committees that were to be formed.

2.         With regard to the above, we wish to draw your attention to the fact that on 19-6-2013 O/o HRD has constituted a Core Committee of 10 persons without any representation from ITEF and ITGOA which together account for more than 95% of the work-force in the department. Further it has been reliably learnt from the field formation that CBDT had instructed the Cadre Controlling Authorities to suggest the name of one Officer and one Official from each region for inclusion of their names in the Subcommittees at National level with a rider that such officer or official should not be an office bearer or having any connection with ITEF & ITGOA. Here, it is pertinent to highlight that when a Committee was formed in 2008 to suggest & formulate this very Cadre Restructuring Proposal, representatives of this ITEF & ITGOA was included not only in the main committee but also in all the sub-committees. Therefore, it is not only surprising but causing great anguish from the fact that the Board has chosen to ignore the JCA (comprising of ITEF and ITGOA) while constituting the committees for implementing the Cadre Restructuring – 2013, especially when a a commitment was given to include representatives of ITEF & ITGOA in such committees, during the meeting of PGRM held on 22-2-2013.

3.         Your good self will appreciate that the contributions of ITEF & ITGOA was significant, both in finalising the proposal and during the process of its approval by the Government.  The order constituting the Committee was placed for a few hours in the Website of IRS Officers only (www.irsofficersonline.org) and not in department’s official website (www.incometaxindia.gov.in)   and its removal from the site only strengthen our belief that the intention of the authorities is not bonafide and the implementation of Cadre Restructuring will be far-away from the spirit of the original proposal. In this context, it may be kindly noted that before taking any policy decision relating to service matters, formal discussion with recognized Service Association (ITEF & ITGOA) is a pre-requisite.

4.         We wish to bring to your kind notice that the above decision of CBDT i.e. to keep the recognized service associations viz. ITEF & ITGOA whose members constitute more than 95% of the entire work-force of the I.T. Dept., outside the committee is causing total discontentment in the rank and file of our members and this does not forebode well for a conducive working atmosphere much needed for achieving the goal of the Department.

5.         Your good self is therefore requested, to take immediate steps such as to reconstitute the Core Committee at Board level with the inclusion of Representatives of ITEF & ITGOA and also re-issue instructions to the Chief Commissioners (CCA) to include only such members who are nominated by ITEF and ITGOA in Committees at all levels.  We would also like to mention that in pursuit of our legitimate rights, JCA (comprising of ITEF & ITGOA) will not flinch from adopting any stand or step including non-cooperation in general and in implementing Cadre Restructuring, in particular.

UTTARAKHAND TRAGEDY -Confederation appeals to donate one day salary.

Dear comrades,

The people of India are shocked and benumbed by the nature’s fury unleashed on the hapless citizens of Himalayan state of Uttarakhand which have left over a thousand people dead and many more homeless. The infrastructure of a few districts have been completely wiped off severely hampering the rescue operations.. Thousands of pilgrims remain stranded, waiting for aid. The armed forces of the country and civilian administration is bravely battling the continuing bad weather to provide aid to the victims.  Overwhelmed by the magnitude of the calamity, the Prime Minister of India Dr. Manmohan Singh has appealed for generous donations for all those victims who has suffered extreme devastation.

Under the circumstances, as is the case in the past, the National Secretariat of the Confederation of Central Govt. Employees & Workers has called upon the entirety of Central Govt. Employees to donate one day’s salary to the Prime Minister Relief Fund and extend our full support to the flood victims to rebuild their lives.

It is needless to say that we have a moral obligation to help our fellow citizens in distress, which we have done in the past whenever natural calamities reared its ugly head and which we will continue doing whenever the need arises.

The ITEF, Kerala Circle has little doubt over the compassionate and humane disposition of  its members. Therefore, we exhort all members of ITEF to contribute one day wage to the Prime Ministers National Relief Fund and thereby extend support and solace to the flood victims.

All the Branch Secretaries are requested to give wide publicity to the appeal and make maximum efforts to collect and remit the donations to Prime Minister’s Relief Fund.

All the officers and officials are required to verify their particulars and representations, if any, in this regard has to be submitted to the CCIT’s office thro’ the respective heads of office on or before 25-06-2013.

The draft seniority list converted to excel format is attached herewith for the convenience of the members. However, every member is adviced to refer to the list officially circulated in the offices before making any representation as there are possibilities of errors having crept into the list at the time of conversion to excel.
