Regarding outsourcing

Office Bearers and JCM (RC) members of ITEF in Kerala.

 

Dear Comrades,

As you are aware, the Secretariat and Executive Committee meeting of ITEF, Kerala Circle held on 22.10.2012 had a detailed discussion on indiscriminate outsourcing in the department, particularly at Calicut and decided to communicate our strong objection to the CCIT in this regard on the following lines:

 

  1. Wherever, there is  shortage of Stenographers, redeployment can be considered.    Alternatively, personnel from employment exchange can also be considered.  The authorities may also procure personnel from the Ex-Servicemen’s Societies in each station.

 

  1. Wherever there is shortage of staff for MTS work, outsourcing can be made through  contract agreement limiting to sanctioned strength and adhering to the norms prescribed by the Board.  They should not be allowed to do typing work since they  are not meant for doing clerical work and the same shall be against the directions issued by the CCIT.

 

  1. No appointments/contractorisation shall be made violating the norms stipulated by the Board.

 

  1. If the CIT, Calicut continues to violate the norms prescribed by the Board, we shall resort to agitational programme including non-cooperation.

 

On the basis of the above, a letter has been addressed to the CCIT on 23.10.2012. a copy of which is attached.

 

As regards the issue prevailing in Calicut, a detailed letter has been issued to Com. K. Abdul Khader.
